Abstract

This report presents findings from interviews with personnel across Utah’s state agencies involved in water data collection, management, analysis, and sharing, along with insights from other western states and a limited survey of water data users. It highlights both the strengths of Utah’s current water agency data ecosystem and the systemic challenges that limit its full potential. The findings point toward a clear conclusion: while Utah agencies produce high-value water data supported by skilled professionals, the lack of coordination, standardization, and sustained resources constrains the state’s ability to fully leverage these assets for integrated decision-making and long-term water management. By investing in coordination, shared infrastructure, common standards, and sustained collaboration, Utah can transform a collection of individual agency data programs into an integrated statewide water data ecosystem that is more efficient, more resilient, and better prepared to support the state's future water management challenges.
