Abstract

Este documento apresenta uma proposta de critérios para priorização de investimentos para prevenção e resiliência em desastres, especialmente desastres naturais relacionados a água do tipo inundação. Considerando a ordem típica de custos envolvidos, necessidade de informação, potencial de benefícios, é proposto que a forma com que as ações devem ser tomadas por um gestor na área de desastres se assemelhe ao apresentado na seguinte pirâmide, que é chamada aqui de “pirâmide de construção da resiliência”.
